Our advocacy is anchored in the fact that a consistent, high skilled and well paid workforce is the foundation of a quality system. A renewed commitment is needed to put our youngest children on the right track. Strengthening community-based early education and care should be an integral part of the Commonwealth’s long-term plan to invest in human capital to support growth and quality goals. While pre-school is a critical element of a child’s educational continuum, that continuum begins long before pre-K. Research has proven that children begin learning at birth. It’s time community-based early education and out-of-school programs are recognized as essential elements of the education system.
